Terms and Conditions for Electricity Tariff

General Conditions

(1) One-time Payment Rebate

  • A one-time payment rebate of 5% (five percent) shall be applicable for all customer categories.
  • No rebate shall be applicable on the one-time payment rebate itself.

(2) Value Added Tax (VAT)

  • Value Added Tax (VAT) shall be applicable on electricity bills at rates determined by the government from time to time.

(3) Power Factor Surcharge

  • (a) Requirement for LT Customers

    All Low Tension (LT) customers with approved load above 20 kilowatts (kW) must maintain a monthly average Power Factor (PF) of at least 0.95 or above at the point of supply.

  • (b) Requirement for MT, HT and EHT Customers

    All Medium Tension (MT), High Tension (HT) and Extra High Tension (EHT) customers must maintain a monthly average Power Factor (PF) of at least 0.95 or above at the point of supply.

  • (c) Surcharge Calculation

    For customers mentioned in clauses (a) and (b), if the monthly average Power Factor (PF) at the point of supply falls below 0.95, a surcharge shall be applicable at the following rates: - For each 0.01 PF decrease from below 0.95 down to 0.75 monthly average PF, a surcharge of 0.75% (zero point seven five percent) shall be applied on the energy charge of the customer's bill.

  • (d) Notification for PF Below 0.75

    If the monthly average Power Factor (PF) at the point of supply falls below 0.75, the customer shall be notified in writing each billing month. - If the monthly average Power Factor remains below 0.75 for 3 (three) consecutive billing months, the electricity connection shall be disconnected after providing 15 (fifteen) days notice to the customer in the interest of quality power supply.

  • (e) Restoration of Connection

    A connection disconnected under clause (d) may be restored upon: - Installation of appropriate correction equipment (Power Factor Improvement Plant) - Payment of applicable disconnection and reconnection charges

(4) Security Deposit

  • (a) New Connections and Load Changes

    For new connections and load changes, security deposits shall be required at the following rates:

  • (b) Prepaid Meter Exemption

    For new connections provided through prepaid meters or for load increases of existing prepaid customers, no security deposit shall be required against the approved load/additional approved load.

  • (c) Refund for Prepaid Meter Replacement

    When an existing meter is replaced by a prepaid meter, the distribution organization or company shall ensure that the customer's previous security deposit is refunded to the customer.

  • (d) No Additional Deposits

    No security deposits other than those mentioned in the table in clause (a) shall be imposed.

(5) Approved Load Limit Exceedance and Load Change

  • (a) Excess Demand Charge

    If the maximum recorded demand of any customer exceeds their approved load, double the demand rate/charge shall be applicable for the excess load.

  • (b) Continuous Exceedance Notice

    If a customer's maximum demand continuously exceeds 110% (one hundred ten percent) of their approved load for 3 (three) months, the customer shall be notified to get the additional load approved. - If in the fourth month the maximum demand still exceeds 110% (one hundred ten percent) of the approved load, the customer's electricity connection shall be disconnected after providing 15 (fifteen) days notice.

  • (c) Customer-Requested Load Change

    Any customer may apply to the distribution organization/company in writing as per regulations to change (increase or decrease) their installed approved/contracted load according to their needs. - In such cases, the distribution organization/company shall take necessary steps to change the customer's approved/contracted load as per regulations within 30 (thirty) days of receiving the application.

  • (d) No Automatic Load Change

    The existing approved/contracted load of any customer shall not be changed automatically by the electricity distribution organization/company.

(6) Billing Method and Connection Disconnection for Irrigation/Agricultural Pumps and Seasonal Agro-based Industry Customers

  • (a) Seasonal Disconnection

    LT-B (Irrigation/Agricultural Pump) category customers may keep their connection disconnected after the irrigation season, and LT-C 1 (Industry) category seasonal agro-based industry customers may keep their connection disconnected after the season or for any other reason (as per customer's wish) upon payment of applicable disconnection charges.

  • (b) Reconnection

    For reconnection as mentioned in sub-clause 6(a) above, reconnection charges shall be applicable. However, no demand charge or any other charges shall be applicable during the disconnection period.

(7) Billing for Battery Charging Station Customers

  • If battery charging is done at any establishment other than LT-B (Irrigation/Agricultural Pump), LT-D 1 (Education, Religious & Charitable Institutions and Hospitals) and MT-8 (Irrigation/Agricultural Pump) customers, the electricity used shall be considered as per the category of the relevant establishment.

(8) Meter Rent

  • (a) Existing Rules

    For meters installed at the expense of the electricity distribution organization or company, the existing regulations regarding meter rent shall continue.

  • (b) New Connections - Customer-Owned Meters

    For new connections where customers are willing to bear all costs of meter and meter installation at one time, or where customers will supply standard meters themselves, no meter rent shall be charged from them.

(9) Prepaid Meters

  • (a) Rebate

    Prepaid meter customers shall receive a rebate of 0.5% (zero point five percent) on the net bill excluding Value Added Tax as per existing regulations.

  • (b) Emergency Balance

    No advance shall be required for emergency balance.

  • (c) Unlocking Locked Meters

    If a prepaid meter becomes locked for any reason, upon customer request in such circumstances, the electricity distribution organization/company shall arrange to unlock the meter. - If the prepaid meter is locked due to technical error, no charge/fee shall be applicable.

  • (d) Vending/Recharge without Charge

    Customers shall recharge prepaid meters at vending/recharge stations or banks of the concerned electricity distribution organization/company without paying any charge/fee.

  • (e) Adequate Vending Stations

    To facilitate bill payment for customers, the concerned electricity distribution organization/company shall take effective measures to enable prepaid meter recharge through adequate number of vending/recharge stations and banks and bank branches.

  • (f) Customer Education

    For proper understanding of prepaid meters by customers, the concerned electricity distribution organization/company shall provide detailed information-rich supporting guidelines (Instruction Manual) to existing and new prepaid meter customers (such as: basic concept of prepaid meters, billing method, vending/recharge related rules, etc.).

Customer Category Explanations

Explanation-1: Category Definitions

  • (a) LT-C 2: Construction

    - (i) For all construction work with approved load up to 80 kilowatts (such as - residential, commercial and industrial establishments, bridges, flyovers, electricity centers, etc.), electricity usage shall fall under LT-C 2 customer category. - (ii) Upon completion of construction work, the construction connection shall be converted to the appropriate customer category through the prescribed process, where applicable.

  • (b) LT-D 1: Education

    For all government-non-government educational, religious and charitable institutions and hospitals with approved load up to 80 kilowatts, electricity usage shall fall under LT-D 1 customer category.

  • (c) LT-D 2: Street Lights

    All street lights with approved load up to 80 kilowatts, all water pumps installed for public interest for drinking water supply, all drinking water pumps installed for public interest for arsenic-free water supply in rural areas, and water drainage pumps installed for public interest for waterlogging mitigation shall fall under LT-D 2 customer category.

  • (d) LT-D 3: Battery Charging

    Electricity usage of battery charging stations with approved load up to 80 kilowatts shall fall under LT-D 3 customer category.

  • (e) LT-F: Temporary

    - (i) Electricity usage for temporary social programs, exhibitions and commercial activities (connections that are generally not converted to permanent connections) with approved load up to 80 kilowatts shall fall under LT-F customer category. - (ii) Generally, connections of this category shall be considered for a maximum of 3 (three) months, however, upon customer request in such circumstances, the maximum time limit for electricity usage of LT-F customer category may be increased up to 1 (one) year.

  • (f) MT-1: Residential

    - (i) For all fully residential buildings/establishments and fully residential buildings/establishments operated by associations with approved load above 80 kilowatts up to maximum 5 megawatts, electricity usage shall fall under MT-1 customer category. - (ii) Generally, metering/billing for MT-1 customer category shall be done through main meter and sub-meter method. However, single meter based system shall also remain in effect. In both cases, there shall be one main meter at the high voltage end of the transformer where total energy shall be recorded. The customer shall install their own substation including transformer, high voltage controller and protective equipment, and power factor correction equipment. - (iii) For metering/billing through main meter and sub-meter method, there shall be separate sub-meters and account numbers for each residential flat/customer under the main meter, and residential sub-meters shall be billed according to LT-A (Residential) customer category tariff (including slab benefits), conditions (power factor surcharge, security deposit, etc.) and miscellaneous charges/fees. - (iv) The total units used by the main meter minus the sum of units recorded/billed by residential sub-meters shall be considered as Common Service Use, and Common Service Use shall be billed according to MT-1 (Residential) customer category tariff, conditions (power factor surcharge, security deposit, etc.) and miscellaneous charges/fees. The approved load for Common Service Use shall be specified. - (v) Upon customer request, single meter based billing system may be converted to main meter and sub-meter based metering/billing system.

  • (g) MT-2: Commercial

    - (i) All offices, shops, shopping complexes/plazas, hotels/motels/restaurants, resorts, entertainment establishments, cinema halls, business/trading, commercial and service providing other establishments, and commercial and common service electricity usage of multi-storied mixed (commercial and residential) buildings/establishments with approved load above 50 kilowatts up to maximum 5 megawatts shall fall under MT-2 customer category. - (ii) There shall be one main meter at the high voltage end of the transformer where total energy shall be recorded. The customer shall install their own substation including transformer, high voltage controller and protective equipment, and power factor correction equipment. - (iii) For all customers except multi-storied mixed (commercial and residential) buildings/establishments, billing shall be done through single point metering system. - (iv) For multi-storied mixed (commercial and residential) buildings/establishments, billing shall be done through main meter and sub-meter method. There shall be separate sub-meters and account numbers for each residential flat/customer under the main meter, and residential sub-meters shall be billed according to LT-A (Residential) customer category tariff (including slab benefits), conditions (power factor surcharge, security deposit, etc.) and miscellaneous charges/fees. - (v) The total units used by the main meter minus the sum of units recorded/billed by residential sub-meters shall be considered as commercial and Common Service Use, and in this case shall be billed according to MT-2 (Commercial and Office) customer category tariff, conditions (power factor surcharge, security deposit, etc.) and miscellaneous charges/fees. The approved load for commercial and Common Service Use shall be specified. - (vi) For those multi-storied mixed (commercial and residential) buildings/establishments where single metering system is currently in practice, if the customer expresses wish, they may convert the metering system to main meter and sub-meter system at their own expense. - (vii) Until the single metering system is converted to main meter and sub-meter system, the single meter based billing system shall remain in effect.

  • (h) MT-4: Construction

    - (i) All construction work (such as - residential, commercial and industrial establishments, bridges, flyovers, electricity centers, etc.) with approved load above 50 kilowatts up to maximum 5 megawatts shall fall under MT-4 customer category. - (ii) Upon completion of construction work, the construction connection shall be converted to the appropriate customer category through the prescribed process, where applicable.

  • (i) MT-5: General

    All other medium tension customers with approved load above 50 kilowatts up to maximum 5 megawatts based on single point meter, such as: all government-non-government educational, religious and charitable institutions and hospitals, cantonments, public libraries, museums, water pumps installed for public interest for drinking water supply, water drainage pumps installed for public interest for waterlogging mitigation, railways, metros, airports, etc., excluding customers under MT-1 (Residential), MT-2 (Commercial and Office), MT-3 (Industry), MT-4 (Construction), MT-6 (Temporary), MT-7 (Battery Charging Station) and MT-8 (Irrigation/Agricultural Pump) customer categories, shall fall under MT-5 customer category.

  • (j) MT-6: Temporary

    - (i) Electricity usage for temporary social programs, exhibitions and commercial activities (connections that are generally not converted to permanent connections) with approved load above 50 kilowatts up to maximum 5 megawatts shall fall under MT-6 customer category. - (ii) Generally, connections of this category shall be considered for a maximum of 3 (three) months, however, upon customer request in such circumstances, the maximum time limit for electricity usage of MT-6 customer category may be increased up to 1 (one) year.

  • (k) MT-7: Battery Charging Station

    Electricity usage of battery charging stations with approved load above 50 kilowatts up to maximum 5 megawatts at medium tension shall fall under MT-7 customer category.

  • (l) MT-8: Irrigation/Agricultural Pump

    Irrigation/agricultural pumps with approved load above 50 kilowatts up to maximum 5 megawatts shall fall under MT-8 customer category.

  • (m) HT-1: General

    All customers with approved load above 5 megawatts up to maximum 30 megawatts based on single point meter, excluding commercial and office, industry and construction establishments/customers under HT-2 (Commercial and Office), HT-3 (Industry) and HT-4 (Construction) customer categories, shall fall under HT-1 customer category.

  • (n) HT-2: Commercial and Office

    All offices, shops, shopping complexes/plazas, hotels/motels/restaurants, resorts, entertainment establishments, cinema halls, business/trading, commercial and service providing other establishments, and commercial and common service electricity usage of multi-storied mixed (commercial and residential) buildings/establishments with approved load above 5 megawatts up to maximum 30 megawatts shall fall under HT-2 customer category.

  • (o) HT-4: Construction

    - (i) All construction work (such as - residential, commercial and industrial establishments, bridges, flyovers, electricity centers, etc.) with approved load above 5 megawatts up to maximum 30 megawatts shall fall under HT-4 customer category. - (ii) Upon completion of construction work, the construction connection shall be converted to the appropriate customer category through the prescribed process, where applicable.

Additional Provisions

Explanation-2: Additional Provisions

  • (a) Load Classification for New Connections

    For new connections, approved load up to 80 kilowatts shall be considered as Low Tension (LT) customer. - As per requirement, new customers with approved load above 50 kilowatts up to 80 kilowatts may fall under either LT or MT customer category. - However, for existing customers with approved load above 50 kilowatts up to 80 kilowatts, their current customer category (approved load up to 50 kilowatts - LT and approved load above 50 kilowatts up to 80 kilowatts - MT) shall remain unchanged/continue.

  • (b) Automatic Category Conversion

    For customers whose bills are being billed in any customer category other than the prescribed customer categories mentioned above before the issuance of this notification, all such customers shall be deemed to have been automatically converted to customers of the prescribed category from bill month February 2024, and no charges/fees shall be applicable for this.

Footnotes for Tariff Tables

  • Footnote 1: Load Classification

    For new connections, approved load up to 80 kW shall be considered as Low Tension (LT) customer. As per requirement, new customers with approved load from above 50 kW to 80 kW may fall under either LT or MT customer category. However, for existing customers with approved load from above 50 kW to 80 kW, their current customer category (approved load up to 50 kW as LT and approved load from above 50 kW to 80 kW as MT) shall remain unchanged/continue.

  • Footnote 2: Demand Charge Calculation

    For calculating demand charge, demand (kW) shall be considered as follows: - (a) For all LT and MT customers: Approved load (kW) shall be applicable. - (b) For all HT and EHT customers: The highest recorded maximum demand (kW) or 80% of approved load (kW), whichever is higher, shall be applicable.

  • Footnote 3: Life-Line Tariff Protection

    For those Rural Electrification Board (REB) Palli Bidyut Samities (PBS) whose Life-Line (0-50 units) customer energy rate/charge is above Tk 4.63/kWh, the existing energy rate/charge of those PBS shall remain unchanged. Customers other than Residential customer category shall not receive the benefit of Life-Line (0-50 units) customer tariff.

  • Footnote 4: Off-Peak Hours Definition

    For all applicable customer categories generally, the time from 11:00 PM to 5:00 PM the next day shall be considered as off-peak. However, only for LT-D 3 and MT-7 customer categories, the time from 11:00 PM to 5:00 AM the next day and from 9:00 AM to 5:00 PM shall be considered as off-peak.

  • Footnote 5: Super Off-Peak Hours

    For LT-D 3 and MT-7 customer categories, the time from 5:00 AM to 9:00 AM shall be considered as super off-peak.

  • Footnote 6: Peak Hours Definition

    For all applicable customer categories generally, the time from 5:00 PM to 11:00 PM shall be considered as peak.

  • Footnote 7: Special Billing for Mixed-Use Facilities

    For MT-5 customer category under Bangladesh Power Development Board, Dhaka Power Distribution Company Limited, Dhaka Electric Supply Company Limited, West Zone Power Distribution Company Limited and Northern Electricity Supply Company Limited, where electricity usage is mainly (approximately 80%) residential in nature such as dormitories including cantonments or universities - in such cases, the used electricity shall be billed as follows: 20% at MT-5 energy rate/charge (10.61 Tk/kWh), 72% at the average of LT-A 3rd tier and 4th tier energy rate/charge (7.81 Tk/kWh), and 8% at LT-A 6th tier energy rate/charge (14.61 Tk/kWh). For Palli Bidyut Samities under Bangladesh Rural Electrification Board, in continuation of the provision of entire consumed electricity, billing shall be done according to MT-5 energy rate/charge.

Conditions for Miscellaneous Services

  • (a) No fees/charges other than those mentioned in Table-2 (Miscellaneous Services) shall be imposed.
  • (b) Except for serial numbers (3) and (4) in Table-2, no disconnection or reconnection charges shall be imposed for providing any other miscellaneous services.
  • (c) Residential customers in multi-storied residential or multi-storied mixed (commercial and residential) buildings/establishments may apply to the distribution organization/company for testing of their residential sub-meters and residential flat meters along with the prescribed fee. The concerned distribution organization/company shall test the meters of the said residential flats and subsequently take necessary measures.
  • (d) Value Added Tax (VAT) shall be applicable on the fees/charges mentioned in Table-2 at rates determined by the government from time to time.

Final Provisions

  • 1. Dispute Resolution

    If any ambiguity arises in the interpretation of any provision of this notification or in determining the customer category of any customer, it shall be referred to the Power Division and the decision given by the Power Division in this regard shall be considered final.

  • 2. Repeal of Previous Notification

    The notification S.R.O. No. 9-Law/2023 issued on January 12, 2023 is hereby repealed, and any proceedings or cases pending under the repealed notification shall be disposed of according to the said notification.

  • 3. Effective Date

    The electricity tariff and other charges/fees redetermined under this notification shall be effective from bill month February 2024.
